The accelerated withdrawal of MONUSCO in the Democratic Republic of Congo: a timely decision
In a letter addressed to the UN Security Council, the Congolese Government requested the acceleration of the withdrawal of the United Nations Organization Stabilization Mission in the Democratic Republic of the Congo (MONUSCO). This decision, deemed “timely” by the UN mission, marks a turning point in the history of the DRC.
The letter, signed by the Deputy Prime Minister for Foreign Affairs, Christophe Lutundula Apala, underlines the importance of accelerating the phased, responsible and sustainable withdrawal of MONUSCO. This withdrawal, which had been announced since 2018, is now planned for the end of 2023, in accordance with the transition plan adopted in 2021.
MONUSCO’s reaction to this government request was expressed by François Grignon, director of political affairs of the UN mission. According to him, government communication is timely and prepares the necessary discussions for the implementation of the transition plan. These discussions will take place during the United Nations General Assembly at the end of September and during the next Security Council consultation on September 28.
This accelerated withdrawal of MONUSCO marks a new chapter in the history of the DRC. It demonstrates the desire of the Congolese government to take charge of the stability and development of the country. However, this decision also raises questions about the capacity of the Congolese authorities to ensure the security and protection of populations in areas affected by conflicts.
It is essential that the Congolese government puts in place the necessary measures to ensure a smooth transition and avoid a security vacuum. This requires capacity building of Congolese security forces, as well as close coordination with regional and international actors to ensure stability in conflict-affected regions.
The withdrawal of MONUSCO also represents an opportunity for the DRC to strengthen its sovereignty and leadership in resolving internal problems. However, it is essential that the transition process is accompanied by a firm commitment from the Congolese government to the promotion of human rights, the fight against impunity and the consolidation of the rule of law.
In conclusion, the accelerated withdrawal of MONUSCO in the DRC is a timely decision which demonstrates the desire of the Congolese government to take charge of the stability and development of the country. However, it is essential that this transition is managed responsibly, ensuring the security of populations and strengthening national capacities. The international community must also continue to support the DRC in this process, ensuring that efforts to consolidate peace and democracy continue.
