The following article aims to analyze the worrying situation in the Haut-Uélé province in the Democratic Republic of Congo. The alleged embezzlement, the lack of development and the disavowal of Governor Christophe Baseane Nan are all subjects which arouse the anger of the population of the region.
Since the announcement of the conclusions of the General Inspectorate of Finance (IGF) last April, presumptions of misappropriation of public funds have weighed heavily on Governor Christophe Baseane Nan. The figures put forward by the IGF are alarming: 61 million dollars not traced, use of tax revenue without supporting documents, misappropriation of retrocession funds from central power, and many other financial irregularities.
This situation provoked a strong reaction from the population of Haut-Uélé, who felt wronged and demanded accountability from the governor. Upon the arrival of Deputy Prime Minister, Minister of the Interior, Security, Decentralization and Customary Affairs, Peter Kazadi, residents expressed their discontent and demanded the dismissal of the governor for his maligned management of the province.
The banners brandished by the demonstrators reflect their indignation at the alleged misappropriation of funds: “Governor Nangaa must justify the 61 million dollars not traced by the IGF”. The population of Haut-Uélé thus expresses its support for the fight against corruption initiated by the Congolese head of state.
Beyond the embezzlement, the population also denounces the lack of development of the province. André Lite Asebea, former Minister of Human Rights, denounces the absence of asphalt roads and accuses the governor of not investing in the region’s infrastructure. According to him, the road between Isiro and Kisangani, which existed since colonial times, has become impassable since the arrival of Christophe Baseane Nan at the head of the province.
Faced with these accusations, the governor highlights personal matters and tries to mask his inadequacies by organizing visits to his residence, a building inherited from the colonial era. Critics are rife and the population is demanding concrete actions to improve the situation in the province.
