Payroll operations for state civil servants in the Democratic Republic of Congo are the subject of a communication from the General Inspectorate of Finance (IGF). According to a press release published on July 31, 2023, the pay of civil servants for the month of July was slightly delayed due to updating and cleaning operations in the public agents file.
However, the IGF would like to reassure officials that this delay will have no impact on the exchange rate, provided that these officials do not make requests for foreign exchange on the foreign exchange market. Indeed, payroll operations in Congolese Franc do not result in significant fluctuations in the exchange rate.
In this context, the IGF encourages civil servants to keep their remuneration in Congolese Franc, especially since the Congolese currency has experienced a gradual appreciation since the establishment of management measures during the extraordinary economic situation meeting of the July 17, 2023. This meeting, chaired by the Head of State Félix Tshisekedi, brought together representatives of the General Inspectorate of Finance, the Congolese Business Federation and the Congolese Association of Banks.
It is therefore essential for civil servants to understand that the delay in payroll transactions will have no impact on the value of their remuneration. They are therefore invited to maintain confidence in the national currency and not to solicit foreign currencies on the exchange market.
