Customs and excise revenues in the Democratic Republic of Congo: a positive result for the first half of 2023

During the first half of 2023, the General Directorate of Customs and Excise (DGDA) in the Democratic Republic of Congo achieved remarkable performances in terms of mobilizing customs and excise revenue. According to a central government report, these revenues reached the sum of 2.746 billion Congolese francs, which is equivalent to approximately 1.144 million US dollars at the current exchange rate.

This result exceeds budget forecasts which anticipated revenues of around 2.800 billion Congolese francs. It demonstrates the effectiveness of the efforts made by the DGDA to strengthen revenue collection and ensure their proper recording.

Revenue excluding value added tax (VAT) represents the majority of this performance, reaching 1.137 billion Congolese francs, or an achievement rate of 66%. This equates to approximately US$473 million. The DGDA’s value added tax revenue also increased, amounting to 671.703 billion Congolese francs, or nearly 279 million US dollars.

Furthermore, the report also highlights the significant contribution of non-tax revenues mobilized by the general directorate of administrative, judicial and state revenues (DGRAD) and participations. These revenues reached the sum of 1.683 billion Congolese francs, or nearly 701 million US dollars. This result greatly exceeds the budget forecast set at 2,000 billion Congolese francs.

The oil sector has also contributed significantly to the country’s tax revenue. The General Directorate of Taxes (DGI) mobilized an amount of 6.096 billion Congolese francs, or approximately 2.540 million US dollars. The DGI’s non-VAT revenue reached 3.136 billion Congolese francs, while VAT revenue amounted to 1.026 billion Congolese francs.

Finally, the financial authorities of the Democratic Republic of Congo managed to mobilize 215.784 billion Congolese francs, or approximately 89.9 million US dollars. The DGI made 102.366 billion Congolese francs from oil revenues, while the DGRAD collected more than 113.418 billion Congolese francs.

These encouraging results demonstrate the efforts of the Congolese government to strengthen the collection of tax revenues and improve the management of public finances. They also reflect the country’s economic growth and its attractive investment potential.
