The importance of archiving CENI application files in the DRC

The archiving of candidacy files plays a crucial role in the electoral process in the Democratic Republic of Congo (DRC). In fact, it guarantees the traceability and transparency of the different applications. This is why the Deputy Quaestor of the Independent National Electoral Commission (CENI), Mrs. Sylvie Birembano Balume, recently paid a visit to the CENI archives service in Kinshasa.

The objective of this visit was to ensure that all the prerequisites were met to ensure optimal archiving of the application files already received by the CENI. Accompanied by the Directors of Documentation and Archives, Nicaise Ibula and Logistics, Hiller Kambale, Mrs. Birembano was able to interact with the agents in charge of this crucial task.

It should be noted that the CENI had planned to receive approximately 20,000 applications for the national delegation and 29,000 for the provincial delegation. However, to everyone’s surprise, more than 25,000 applications were received for the national legislative elections and we expect to receive more than 40,000 applications for the provincial ones. Faced with this influx of files, it is essential to ensure adequate archiving to facilitate the management and subsequent consultation of these documents.

During her visit, Mrs. Birembano took the time to understand the process of processing files before their archiving. There are several verification steps with checklists to guarantee the integrity of the files and avoid any errors. Once these verification steps are completed, the files are carefully archived in specific boxes, with rigorous organization of premises and shelves to facilitate their classification.

The objective of this meticulous archiving is to allow better traceability of files, to guarantee their conservation and to facilitate their access in the event of subsequent need. Archiving candidate files is therefore an essential task to ensure the integrity of the electoral process and the transparency of elections in the DRC.

The CENI makes every effort to organize itself as best as possible in order to guarantee impeccable archiving of application files. This approach reflects this institution’s commitment to democracy and respect for electoral rules.
