Statement from the Embassy of the United States of America on the Congolese Elections
The elections in the Democratic Republic of the Congo are attracting worldwide attention. In a recent statement, the Embassy of the United States of America emphasized the importance of transparency, inclusiveness and quietude in the ongoing electoral process.
Democracy is based on the participation of all citizens. State authorities, institutions of the republic, civil society organizations and political parties must redouble their efforts to strengthen the confidence of Congolese citizens in the electoral process and encourage their participation in the elections scheduled for December.
The Independent National Electoral Commission has done important work in respecting its electoral timetable. The registration of candidates for the legislative and local elections went smoothly overall, despite some challenges in some regions.
However, to ensure transparency and accountability, it is essential that the CENI promptly publish voter lists, budget information, and electoral mapping.
The protection of fundamental human rights is a key element of any democracy. Reports of physical attacks on political figures, harassment of supporters, politicized legal proceedings and arbitrary detentions are concerning. These acts could reduce opportunities for candidates and undermine public confidence in the government’s ability to organize free, fair and peaceful elections.
It is therefore essential that the government use all means necessary to ensure fair conditions for all candidates and fully respect legal procedures as well as the right to a fair trial for those in detention.
The political participation of women is also a crucial issue. All stakeholders in the electoral process, whether from the opposition, the ruling majority or civil society, have a responsibility to prevent and denounce violence and attacks against women candidates. It is imperative to reject incitement to violence and condemn the use of hate speech which fuels tensions during this election period.
As a partner, the United States reaffirms its support for the Democratic Republic of the Congo in the final months of this election cycle. The December elections represent a crucial opportunity for the country to consolidate its democratic gains and build a more prosperous future for its people.
It is essential that all stakeholders respect the principles of transparency, accountability and respect for human rights in order to guarantee a fair and democratic electoral process
