The Court of Auditors calls for sanctions against Gentiny Ngobil, mayor of Kinshasa, for delay in rendering accounts

The Court of Auditors demands sanctions against Gentiny Ngobila for the delay in submitting the draft edict relating to the accountability of the city of Kinshasa for the 2022 financial year. In a letter signed by the first president of the Court, Jimmy Munganga Ngwaka, it is stated that the provincial government has not yet transmitted the draft edict to the Court of Auditors, which is a violation of the Public Finance Act.

According to the Court of Auditors, this delay constitutes a fault of management and asks the Provincial Assembly of Kinshasa to apply sanctions in accordance with the constitution. These sanctions are provided for by the organic law relating to the composition, organization and functioning of the Court of Auditors, as well as by the law relating to public finances.

The management of the city of Kinshasa’s finances has been criticized in recent times, with payment delays affecting deputies, ministers, civil servants and partners involved in the city’s sanitation. The President of the Provincial Assembly, Godé Mpoy, accused Gentiny Ngobila of managing lightly.

This requirement for sanctions from the Court of Auditors highlights the difficulties encountered in the management of public finances in Kinshasa. It is essential that the responsible authorities are held accountable and meet the deadlines set by law. This will ensure greater transparency and more efficient use of the city’s financial resources.

It remains to be seen what action the Kinshasa Provincial Assembly will take in response to this demand for sanctions. It is essential that concrete actions are taken to remedy these delays and to ensure better management of public finances in the future.

In conclusion, the request for sanctions from the Court of Auditors against Gentiny Ngobila highlights the importance of transparent and efficient management of public finances. It is crucial that the authorities are accountable and respect the deadlines set by law in order to ensure optimal use of financial resources for the well-being of the population
