The portfolio of World Bank-funded projects in the Democratic Republic of Congo (DRC) has grown significantly in recent years. According to the DRC’s Minister of Finance, Nicolas Kazadi, the amount of this portfolio has increased from $2.5 billion for the 2018 fiscal year to $8.5 billion, with another $5 billion undisbursed.
However, Minister Kazadi stresses that the Congolese government must ensure that the strategy of projects financed by the World Bank is in line with the country’s structural priorities. It highlights the need for a proper distribution of roles between the political authorities and the project coordination units, in order to avoid inappropriate political interference and the abandonment of the coordination units.
To accelerate the implementation of projects and maximize their impact, the Minister proposes to strengthen the monitoring system, to clarify the roles and responsibilities of stakeholders, and to reallocate resources to the best performing sectors with a visible impact. on the population.
A review of the World Bank’s portfolio is scheduled for October 2023, during which decisions will be taken for the reallocation of resources to the most promising projects or sectors. Prior to this review, the Minister of Finance recommends the organization of a consultation meeting bringing together all the ministers concerned and the donors, in order to improve the quality and delivery of projects
