The Democratic Republic of Congo (DRC) is preparing for an ambitious budgetary period for the years 2024 to 2027. The Congolese government is aiming for a General Central Power Budget of more than 114,191.4 billion Congolese Francs, or approximately 45 billion dollars . These figures were communicated during the Council of Ministers held on August 25, 2023.
The implementation of appropriate tax and customs policies should make it possible to achieve this objective. An annual increase in tax and non-tax revenue of 14.5% is expected, while tax pressure should reach an average of 14.2%. To achieve this, the government will continue the reforms underway and broaden the base of taxpayers subject to certain direct taxes.
In addition to internal revenue, the DRC also relies on aid from development partners. Donations estimated at 6,380.7 billion Congolese francs are expected to finance the public policies recommended for the period 2024-2026.
The Minister of State, Minister of the Budget also underlined that the annexed budgets and the special accounts will contribute to the receipts with respectively an average of 677.4 billion CDF and 1 881.4 billion CDF for the period concerned.
However, despite these ambitious forecasts, the budget programming shows an overall negative balance of CDF 12,510.2 billion, or -2.1% of GDP, attributable to the central government. Financing measures have been identified to fill this gap.
