Gentiny Ngobila, governor of Kinshasa: the Court of Auditors calls for sanctions for non-rendering of accounts

The Court of Auditors is asking for sanctions against Governor Gentiny Ngobila of the city province of Kinshasa. In a letter addressed to the President of the Provincial Assembly of Kinshasa, the Court of Auditors underlines the non-filing of the draft edict on the rendering of accounts for the fiscal year 2022 by the provincial government. According to the Court of Auditors, this failure constitutes a violation of the law relating to public finances.

In its letter, the Court of Auditors reminds the Provincial Assembly of its role in terms of sanctions provided for by the constitution in the event of delay in the filing of the draft edict on the rendering of accounts. It thus highlights article 214 of the law relating to public finances, which stipulates that the failure to file the draft edict is constitutive of any management.

This request for sanctions against Governor Gentiny Ngobila shows the Court of Auditors’ concern for transparency and accountability in the management of public funds. It highlights the importance of the responsibility of political leaders in the management of financial resources.

The critical attitude of the Court of Auditors is not isolated. Indeed, the president of the Kinshasa provincial assembly, Godé Mpoy, as well as the vice-governor Gérard Mulumba, also expressed their dissatisfaction with the management of Governor Gentiny Ngobila. This requirement for accountability and sanctions testifies to a desire to strengthen transparency and efficiency in the management of public affairs.

It is essential to stress the importance of these demands for sanctions to guarantee the accountability of governments in the use of financial resources. Transparency and accountability are fundamental pillars of good governance, and ensuring that politicians are accountable to the people is paramount.

In conclusion, the request for sanctions from the Court of Auditors against Governor Gentiny Ngobila highlights the importance of transparency and accountability in the management of public funds. It also underlines the commitment of oversight institutions to promoting accountable and transparent governance. It is essential that governments assume their responsibilities and answer for their actions to promote the development and well-being of the Congolese population
