Seminar on changing mentalities in the management of public finances

During a two-day session, which took place from August 16 to 17, several structures linked to the Presidency of the Republic organized a seminar aimed at raising the awareness of public officers of Portfolio companies and public establishments on the importance of changing mentalities in the management of public finances. The General Inspectorate of Finance (IGF), the Agency for the Prevention and Fight against Corruption (APLC) and the Innovation and Mentality Change Unit (CICM) thus shared with the participants the fundamental principles of management public finances, with the aim of fighting corruption more effectively.

During the seminar, the facilitators also proposed an exit plan from corruption, emphasizing the strategic and operational planning of results-based management, as well as values ​​such as a sense of responsibility, patriotism and respect for professional ethics. The ultimate objective is to improve the quality of management of public establishments and companies in the Portfolio, keeping them away from corrupt practices that hamper their productivity and efficiency.

Jacques Kangudia, coordinator of the Committee in charge of changing mentalities, pleaded in favor of the creation of ethics committees in each public establishment and company of the Portfolio. These committees would serve as forums to discuss issues related to ethics, morality and corruption, with the aim of promoting a healthy and productive environment. He also suggested setting up an audit process before new officers take office, in order to better understand the real situation of the company and to be able to act accordingly.

Gabriel Kabananga, finance inspector and head of brigade in charge of public enterprises and public establishments, underlined the importance of this approach and noted that some agents realize the importance of such a measure to better understand their professional environment. According to him, the intervention of the IGF in this process is essential to guarantee its effectiveness, although it should not become a systematic practice.

The inspector general of finance, head of brigades, representing the IGF, expressed his satisfaction with the initiative of the CICM to organize this seminar for the agents of public companies. He welcomed the participation of each participant and stressed that this fight against corruption and fraudulent practices will help build a new generation of public managers, thus contributing to the improvement of the country’s budget. To mark the end of the work, the participants received patents in recognition of their commitment and contribution.

This seminar represents a significant step forward in the fight against corruption and the promotion of transparency in the management of public finances in the Democratic Republic of Congo. It demonstrates the authorities’ commitment to improving governance and creating an environment conducive to the country’s growth and economic development
