Workshop on capacity building for officers of public institutions and companies in the Portfolio on the responsible management of public funds
The Innovation and Mentality Change Unit of the Presidency of the Republic, in collaboration with the General Inspectorate of Finance (IGF) and the Agency for the Prevention and Fight against Corruption (APLC), is organizing a workshop of two days on building the capacity of officers of public institutions and companies in the Portfolio regarding the responsible management of public funds.
Under the theme “Let’s change our mentalities for a new Congo”, this workshop aims to raise awareness among managers of the importance of adopting responsible and transparent financial management practices.
The Inspector General of Finance, Victor Batubenga, underlined during his speech the need for a significant contribution from State structures to the budget. He illustrated his point by exposing the fall in the contribution of state companies and establishments to the country’s budget, falling from 36% in 1984 to only 0.24% in 2021. He therefore called on the current officials to reframe the budget and adopt good financial management practices to reverse this trend.
The workshop also addressed the issue of corruption and the need to fight against bad practices in the management of public funds. Thierry Mbulamoko, coordinator of the APLC, recalled that these practices deprived the State of its means of action and created a negative perception of politicians and public officials. He underlined the importance of this meeting to address these issues frankly and without language.
The coordinator of the Innovation and Mentality Change Unit called on companies and public establishments to play an active role in the country’s development, by positively impacting financial management. He recalled the example of the contribution of companies to the State budget and to the war effort against Rwanda in the years 1999, thus underlining the importance of their involvement.
This workshop is therefore an opportunity for officers to become aware of the importance of changing behavior and adopting responsible and transparent management practices. This is an essential step in the construction of a new Congo, where public funds are managed efficiently and at the service of the country’s development
