As part of regional agreements to bring the M23 into pre-cantonment, equipment was to be sent to Rumangabo in North Kivu. However, according to the Minister of Communication, Patrick Muyaya, these materials are currently blocked in Goma due to the refusal of the M23 rebellion to comply with the agreed process.

The Congolese government had already done its part by preparing the materials needed to set up the pre-cantonment site at Rumangabo. However, these materials have been blocked for five weeks in Goma due to the disagreement of the RDF-M23 coalition.

This situation highlights the lack of will of the M23 rebellion to respect regional agreements. While pre-cantonment was supposed to take place in Rumangabo before the M23 was quartered in Maniema province, no progress was made on their side. On the contrary, the M23 continues to consolidate its positions in the localities of Rutshuru and is accused of committing massacres of civilians.

It is important to underline that the pre-cantonment of the M23 is a crucial step in the process of pacification of the region. By allowing the regrouping of combatants in a specific site, this would facilitate the securing of the areas and would promote the reintegration of members of the M23 into society.

Unfortunately, the current blockage of materials in Goma shows that the rebellion is not ready to cooperate fully with the Congolese authorities and regional partners. This refusal jeopardizes efforts to bring peace and stability to the region.
