Democratic Republic of Congo: The draft law on accountability for the 2022 fiscal year unveiled by the Minister of Finance.

Today, in the news of the Democratic Republic of Congo, we are looking at the Bill on the rendering of accounts of Finance Law No. 21/029 of December 31, 2021 for the 2022 financial year, presented by the Minister of Finance Nicolas Kazadi during the hundred and first meeting of the Council of Ministers of the Government of the Republic.

The central government budget, voted in balance both in revenue and in expenditure at 22,253.01 billion Congolese francs (CDF), was executed to the tune of 26,160.70 billion CDF in revenue, i.e. an implementation rate of 117, 56% and CDF 28,641.15 billion in expenditure, representing an execution rate of 128.71%. Compared to the year 2021, the year 2022 ends with an increase of 63.65% and 78.33% respectively in revenue and expenditure, with a cumulative deficit balance of the central government budget of an import of 2,480, 45 billion CDF.

The Minister of Finance stresses that the overspending is explained by the budget limits of the ways and means, which also present limited forecasts in relation to the real needs, thus constituting a structural problem. Nevertheless, the Law that will result from this draft text will retrospectively validate and close the expenditure and revenue planned and authorized under Finance Law No. 21/029 of December 31, 2021 for the 2022 financial year.

In short, the presentation of this bill makes it possible to better understand the figures relating to the finances of the central power, while highlighting the structural problems which affect the budgetary management of the Democratic Republic of Congo.
