Biometric identification of State agents in the DRC: Continuation of the operation in the Kasai Oriental region

The Congolese government is continuing its operation to catch up with the biometric identification of state service agents in the Kasai Oriental region. It was during the launch of the second wave officially launched by the Deputy Prime Minister, Minister of the Public Service, Jean Pierre Lihau, that this information was communicated on June 8. On this occasion, the provincial authorities, including the governor of the province of Kasai Oriental, were present.

During his speech, Jean Pierre Lihau recalled his promise made to the governor last January, and encouraged the agents to capitalize on this moment. For his part, the provincial governor Mathias Kabeya Matshi welcomed the efforts made to reform and clean up the public administration of the DRC. He also stressed the importance of this second phase of identification to review the cases of agents who could not be identified.

This identification operation has been the government’s priority for many years. The objective is to clean up and improve the public administration of the DRC. However, some experts question the effectiveness of such an operation in view of the many structural problems in terms of organization and training of the agents concerned.

We hope that this operation will strengthen the integrity and efficiency of the Congolese public administration and that additional measures will be put in place to ensure its sustainability.
