The evolution of the Local Development Program in 145 territories of the Democratic Republic of Congo is causing serious concern within the General Inspectorate of Finance. This ambitious project launched by President Felix-Antoine Tshisekedi Tshilombo aims to promote development from decentralized territorial entities.
In order to see the progress of the work, an IGF delegation visited the province of Kasaï-Oriental. More than 8 sites were inspected, resulting in sometimes disappointing findings. For example, in the territory of Tshilenge, the administrative building built in baked bricks was destroyed by the dissatisfied population, while cement blocks were expected. This situation highlights the challenges facing the project, including the need to ensure the proper use of construction materials.
Despite these obstacles, the IGF delegation remains optimistic about the completion of the work and the positive impact it will have on local development. IGF inspectors now have equipment that allows them to check the quality of the works under construction, such as the dimensions of the reinforcement and the strength of the concrete used.
During their mission, the inspectors also underlined the importance of improving student study conditions, in particular by guaranteeing the presence of quality schools close to living areas. Similarly, the establishment of accessible health centers is essential to ensure adequate health care.
It should be noted that some territories have encountered constraints related to the increase in the price of construction supplies, which has delayed work in some places. However, on the whole, the progress of the work is encouraging and bears witness to the government’s desire to promote development throughout the country.
In conclusion, the Local Development Program in the Democratic Republic of Congo represents a major opportunity to stimulate development at the local level. Despite some obstacles encountered, the determination of the authorities and inspectors of the IGF suggests positive progress in the realization of this project.
