Subject: The security situation and the electoral process in the Democratic Republic of Congo (DRC)
The Democratic Republic of Congo is currently facing two major challenges, namely the security situation and the ongoing electoral process. At the heart of these problems are complex issues related to insecurity in the east of the country, refugee flows, elections and the involvement of the international community. The security situation in the DRC, particularly in the east of the country, remains worrying. Armed groups operate in the area, making life difficult for civilians. Despite the conclusion of several ceasefire agreements, the armed groups continue to worry the population. The DRC’s ambassador to Europe, Christian Ndongala Nkuku, reiterated the Congolese government’s desire to strengthen the capacity of the Congolese army to deal with the security threat.
The major challenge for the DRC is to support the ongoing electoral process which could open a new era for the country. The Independent National Electoral Commission (CENI) is working hard to ensure that the elections are conducted in a transparent and credible manner. Ambassador Christian Ndongala praised the work done by the CENI to remove three million people from the electoral lists for various reasons in order to ensure the vote of Congolese citizens. Nevertheless, he called for the establishment of a support mission for the ongoing electoral process.

The DRC ambassador called on the EU to take sanctions against those who destabilize the DRC, in particular against Rwanda, an actor identified by the UN as the coordinator of certain armed groups in North Kivu. This kind of support is essential to help the DRC get back on its feet, strengthen its security and create an environment conducive to elections.
