“The Local Development Program in the DRC: worrying assessment of the IGF and prospects for improvement”

The evolution of the Local Development Program in 145 territories of the Democratic Republic of Congo raises concerns within the General Inspectorate of Finance. This initiative, launched by President Felix-Antoine Tshisekedi Tshilombo, aims to promote development from decentralized territorial entities.

In order to closely monitor the execution of this program and to assess the progress made on the ground, an IGF delegation visited several territories of the province of Kasaï-Oriental. During this mission, the delegation was able to observe the progress of the works in more than 8 sites.

Unfortunately, the results have been disappointing in certain regions. In the territory of Tshilenge, for example, angry residents destroyed the baked brick structure of the administrative building, which should have been built of cement blocks. These types of problems represent a risk for the public purse, since it is difficult to assess the quantity of materials used by the contractors.

Despite these difficulties, the IGF delegation remains optimistic about the end of the work and the impact it will have on the development of the region. Inspectors have tools enabling them to check the quality of works under construction, which is essential to ensure sustainable development.

Inspector Victor Batubenga stresses the importance of this program to improve the living conditions of the inhabitants of the territories concerned. He talks about the need to provide good schools, health centers and decent working conditions for local administrators. This vision is supported by President Tshisekedi, who wants to provide optimal living conditions for all Congolese.

Despite the obstacles encountered, work in some territories, such as Katanda and Manda, continued to progress. The local administration welcomes President Tshisekedi’s initiative, which aims to provide good study conditions and quality health care for children.

This evaluation day allowed the IGF delegation to make proposals to improve the study conditions of the students from the next school year. Crossing the Lubilanji River at the end of the day, the delegation returned to the town of Mbuji-Mayi, with the hope of seeing the work of the Local Development Program continue and contribute to the development of the region
