“The Local Development Program in the Democratic Republic of Congo: The challenges and progress of the General Inspectorate of Finance”

The evolution of the Local Development Program in 145 territories of the Democratic Republic of Congo is a major concern for the General Inspectorate of Finance (IGF). This project, driven by the President of the Republic Felix-Antoine Tshisekedi Tshilombo, aims to promote development from decentralized territorial entities.

In order to closely monitor the execution of this program and to evaluate the work in progress, an IGF delegation visited several territories of the province of Kasaï-Oriental. Over more than 70 kilometers from the city of Mbuji-Mayi, the delegation was able to observe the progress of the works in more than 8 sites.

However, the report was bitter in the territory of Tshilenge, where the inhabitants, dissatisfied, destroyed the work in fired bricks of the administrative building which was under construction. This situation highlights the challenges and risks facing development work in some areas.

Despite these difficulties, the Inspector General of Finance, Victor Batubenga, remains optimistic about the end of the works and their impact on development. He stresses the importance of ensuring that children have access to good schools and nearby health services, in line with President Tshisekedi’s vision.

As part of this program, the IGF has set up a team of building inspector engineers, equipped with measuring instruments to assess the quality of the works under construction. This ensures that the materials used meet the required standards.

During their visit, the IGF delegation also took into account the logistical problems related to the transport of building materials to remote areas, and made proposals to improve the study conditions of the students and the operation of schools.

Despite the obstacles encountered, it is essential to emphasize the importance of the Local Development Program in achieving sustainable development and improving the living conditions of the populations in the territories of the Democratic Republic of Congo.

In conclusion, the IGF continues to play a crucial role in the monitoring and evaluation of this program, ensuring that public funds are used effectively and transparently. The development of the territories is a major challenge for the country, and close collaboration between the various institutions and actors concerned is necessary to guarantee its success
