The evolution of the Local Development Program (PLD) in 145 territories of the Democratic Republic of Congo continues to raise concerns on the part of the General Inspectorate of Finance (IGF). This project, initiated by the President of the Republic Felix-Antoine Tshisekedi Tshilombo, aims to promote development from decentralized territorial entities.
As part of its follow-up, an IGF delegation visited several territories and villages in the province of Kasaï-Oriental to assess the progress of the work. In Tshilenge, the situation was disappointing with the destruction of the administrative building under construction by the local population, who demanded the use of cement blocks instead of baked bricks.
Continuing their visit, the IGF inspectors also noted the advanced state of disrepair of National Road No. 1, as well as the progress of work in other sites and villages. The objective of this assessment was to ensure that the works are carried out in accordance with the standards and to guarantee that the territories benefit from the necessary infrastructures to promote development.
The Inspector General of Finance, Victor Batubenga, stressed the importance of providing good educational conditions for children, ensuring that they have access to quality schools and nearby health centers. He also mentioned the importance of ensuring good working conditions for land managers.
However, Victor Batubenga noted that the amount of materials used in the works poses a risk to the public treasury, stressing the need to accurately assess the quantities used. He welcomed the equipment of IGF inspectors with instruments to check the quality of works under construction.
Despite the challenges faced, such as the increase in the prices of supplies, local administrators expressed their support for President Tshisekedi’s initiative to improve education and health conditions in their respective territories.
In conclusion, although obstacles remain, the General Inspectorate of Finance remains optimistic about the end of the work of the Local Development Program and the positive impact it will have on the development of the territories
