The development of the 145 territories of the Democratic Republic of Congo is a major project that concerns the General Inspectorate of Finance. This ambitious program, initiated by President Félix-Antoine Tshisekedi Tshilombo, aims to promote the development of the country through the decentralization of territorial entities.
In order to closely follow the progress of this project, a delegation from the IGF, made up of Victor Butubenga Pandamadi and Rita Mandamuna, undertook a visit to several territories in the province of Kasai Oriental. During this visit, the delegation was able to see on the ground the progress of the work in more than 8 sites.
However, some disappointing findings were noted. In the territory of Tshilenge, for example, the building under construction of the administrative center was destroyed by the population, arguing that fired bricks were used instead of cement ones. In addition, the delegation was also able to observe the advanced state of disrepair of National Road No. 1, at the entrance to Lomami province.
Despite these obstacles, Victor Batubenga, Deputy Head of Service of the IGF, remains optimistic about the end of the work, which will play a crucial role in the development of the country. However, he stresses the need to ensure that contractors use the required materials and that their use is accurately assessed.
To carry out these inspections, the IGF has engineer inspectors equipped with instruments to determine the quality of the works under construction. This rigor will ensure that schools, health centers and the working conditions of those responsible for the territories meet the standards set by President Tshisekedi.
Despite the constraints encountered, some local workers testify to the progress of the work. The Deputy Administrator of the Katanda territory stresses, for example, that despite the rise in the price of supplies, the work is progressing.
This field visit thus makes it possible to take stock of the progress and obstacles encountered within the framework of the Local Development Programme. It also stresses the importance of rigorous monitoring and control in order to guarantee the quality of infrastructure and services for the development of the country.
In conclusion, despite some difficulties encountered, the deployment of the Local Development Program for the territories of the Democratic Republic of Congo continues. The General Inspectorate of Finance plays a key role in monitoring and guaranteeing the quality of the work carried out, with the aim of promoting sustainable and balanced development of the country
