Council of Ministers in the DRC: Report on the state and administration of the national territory and other current topics

The hundredth meeting of the Council of Ministers of the Government of the Democratic Republic of Congo was chaired by the Head of State, Félix Tshisekedi, with the participation of the Deputy Minister of the Interior, Security and Customary Affairs, Jean-Claude Molipe . During this meeting, the Deputy Minister presented the balance sheet of the state and the administration of the national territory.

The draft Law on the distribution of seats by electoral district for legislative, provincial, municipal and local elections was examined in the National Assembly, prompting a reaction and comments from the public. The Deputy Minister responded to the concerns of elected officials regarding the discrepancy observed between the number of registered voters and the number of seats allocated to each electoral district throughout the national territory.

Moreover, the expectation of the fallout from the Head of State’s working visit to China was palpable among the Congolese population. Will relations with China change after this visit for the Congolese?

The High Commissioner for Refugees (UNHCR), Rwanda and the Democratic Republic of Congo have signed an agreement for the repatriation of refugees. This agreement has provoked reactions and comments from the public, who wonder if this repatriation will be effective given the tensions between the DRC and Rwanda.

On the security side, the Vice-Minister mentioned the efforts to strengthen mechanisms aimed at dealing with the resurgence of banditry and urban crime, particularly in Kinshasa with the “kuluna” phenomenon, in the provinces of Haut-Katanga and that of in North Kivu with armed robberies and in the provinces of South Kivu and Ituri with kidnappings, roadblocks and attacks on mining sites. The denunciation made by the population of the presence of the Yaka/Mobondo assailants in the bush located in Mongata in the commune of Maluku in Kinshasa and in the rural commune of Batshongo in the town of Kenge, precisely towards the village “Office” where they attack passers-by, was raised.

The Council of Ministers took note of this report submitted by the Deputy Minister.

The Democratic Republic of Congo, a country in search of stability, must face many economic, social and political challenges. Some political leaders, like Martin Fayulu, denounce the absence of a reliable and transparent electoral register for the legislative and provincial elections in the DRC. Others, like the members of the FCC coalition, warn of the deterioration of the social situation in the country.

Cardinal Luis Antonio Tagle’s visit to Goma delivered a message of peace in an unstable region, marked by the presence of armed groups such as the M23 rebellion which is reinforcing its troops and threatening the city of Goma.

The DRC, with more than 500 political parties, must ensure that these have clear ideologies and programs for the well-being of the population. Finally, the appreciation of the exchange rate of the Congolese franc on the official and parallel market was mentioned by the Central Bank of Congo
