Extraordinary Summit of Heads of State and Government of the East African Community (EAC): Leaders hailed the efforts of President Félix Tshisekedi in resolving the crisis in the east of the country. The various parties worked to consolidate the achievements of the East African regional force, by extending the Status of Forces Agreement (SOFA) for a period of 6 months, from March 8 to September 8, 2023. The final communiqué was strongly condemned the violations of the ceasefire by local and international armed groups in the eastern DRC, while calling on the East African regional force to take measures for their cessation.
The summit also enjoined this regional force to guard and maintain the areas liberated by the M23 and other armed groups, noted the reduction in clashes in eastern DRC and asked the latter to facilitate the full deployment of South Sudanese troops. . Furthermore, the regional force will work with the heads of the defense forces, MONUSCO and other stakeholders to visit and verify, within 3 weeks, that the Rumangabo camp is suitable for the pre-cantonment of M23 and other groups. armed groups, while ensuring that local armed groups do not occupy areas liberated by the M23 and foreign armed groups who will be disarmed and repatriated.
Finally, the summit called on the DRC and South Sudan to discuss bilaterally to resolve issues related to negative forces on their common border. This summit also took note of the swearing in of two deputy general secretaries of the EAC, a South Sudanese and a Ugandan, as well as a judge from the DRC and a Rwandan as judges. at the EAC Court of Justice.
Despite these efforts to consolidate peace in eastern DRC, the security situation is still far from being resolved, as evidenced by the assassinations of civilians and public figures, terrorist attacks and waves of violence in the provinces of North Kivu and Ituri.
