Financial retrocessions in the Democratic Republic of Congo (DRC) continue to make the news. During the first half of this year, a total amount of 475.5 billion Congolese Francs, or about 235.2 million US dollars, was retroceded to the country’s financial rules. This is revealed by the budget monitoring statements of the Directorate General for Budgetary Policies and Programming for the month of June 2023.
These retrocessions are intended for financial authorities such as the General Directorate of Taxes (DGI), the General Directorate of Customs and Excise (DGDA) and the General Directorate of Administrative, Judicial, State and Participations Revenue (DGRAD). These are premiums and quotas that the State transfers to these administrations in order to mobilize public revenue.
For the whole of 2023, the Congolese government plans to disburse a total amount of 1,256.9 billion Congolese Francs, or more than 600 million dollars, for the benefit of these financial authorities. These funds are essential to ensure the collection and management of fiscal and parafiscal revenues in the DRC.
It is important to emphasize that these financial retrocessions play a crucial role in the economic development of the country. They make it possible to finance projects and initiatives in various sectors such as education, health, infrastructure and many others. They also contribute to strengthening transparency and good governance in the management of public finances.
However, it is essential to ensure that these funds are used responsibly and effectively. The fight against corruption and tax evasion remains a major challenge in the DRC. It is therefore essential to strengthen controls and oversight mechanisms to ensure transparent management of financial resources.
In conclusion, financial retrocessions in the DRC have a significant impact on the economy and the development of the country. They make it possible to finance important projects and to strengthen transparency in the management of public finances. However, it is crucial to continue to fight corruption and tax evasion to ensure that these funds are used effectively for the benefit of all Congolese
