The evolution of the Local Development Program in the decentralized territories of the Democratic Republic of Congo has drawn the attention of the General Inspectorate of Finance. This ambitious project, launched by President Felix-Antoine Tshisekedi Tshilombo, aims to promote development from decentralized territorial entities.
As part of this monitoring, an IGF delegation visited the province of Kasai-Oriental to assess the progress of work in more than 8 sites. Throughout their visit, the inspectors were able to observe the realities on the ground and take note of the progress data.
However, the findings were not always encouraging. For example, in the territory of Tshilenge, angry residents destroyed the baked brickwork of the administrative building that was under construction. In other areas, such as the entrance to the province of Lomami, the state of advanced disrepair of National Road No. 1 was also observed.
Despite these obstacles, Victor Batubenga, deputy head of the IGF, remains optimistic about the completion of the work and the positive impact it will have on development. It stresses the importance of guaranteeing good learning conditions for children, through the construction of quality schools, as well as accessibility to health care.
To ensure the quality of the works, the IGF has building inspector engineers who are equipped with measuring instruments to assess the materials used and the resistance of the constructions. This rigor in the inspection makes it possible to ensure the conformity of the works and to prevent risks for the Public Treasury.
Despite the challenges encountered, the IGF and the local authorities continue to work to ensure the success of the Local Development Program. The objective is to create conditions conducive to development in decentralized territories, by offering quality education, adapted health infrastructures and good working conditions for local officials.
The evaluation carried out by the IGF within the framework of this program shows the Congolese government’s commitment to development and the improvement of the living conditions of citizens. There is still a long way to go, but these initiatives are a step in the right direction to foster progress and prosperity throughout the Democratic Republic of Congo
