The evolution of the Local Development Program in the Democratic Republic of Congo raises many concerns within the General Inspectorate of Finance. This ambitious project, initiated by President Félix-Antoine Tshisekedi Tshilombo, aims to promote the development of the country through decentralization.
A delegation from the IGF, made up of Victor Butubenga Pandamadi and Rita Mandamuna, recently visited the province of Kasai Oriental to assess the progress of work in several territories. Unfortunately, the finding is not encouraging in some areas.
In the territory of Tshilenge, for example, the inhabitants destroyed the building under construction of the administrative center, reproaching the use of fired bricks instead of cement ones. In addition, the delegation was able to observe the advanced state of disrepair of National Road No. 1, at the entrance to Lomami province.
Despite these obstacles, Victor Butubenga remains optimistic about the end of the work and the positive impact it will have on the country’s development. However, it also highlights the need to ensure the proper use of materials and construction standards.
To carry out these inspections, the IGF has qualified inspectors and instruments to determine the quality of the works under construction.
Work is also continuing in other territories, such as Katanda and Manda, where problems with the delivery of materials have been encountered.
The objective of this Local Development Program is to guarantee good study conditions for children, accessible health infrastructures, as well as optimal working conditions for local actors. President Tshisekedi is committed to seeing territories develop and promoting the well-being of citizens.
