The Independent National Electoral Commission (CENI) and the Superior Council of the Judiciary held a three-day exchange workshop on the management of electoral disputes in the Democratic Republic of Congo. This workshop was inaugurated by the 2nd Vice-President of the CENI, Didi MANARA LINGA, who represented the impeded President, Denis KADIMA KAZADI. Senior judges from various courts and tribunals of the Republic as well as legal experts from the CENI participated in this event.
The workshop will allow essential exchanges for a common understanding on the various innovations introduced by the electoral law in particular the questions relating to the threshold of admissibility of the lists, the exhaustive legal system on the electronic and semi-electronic vote, as well as the ineligibilities later observed. The topics of discussion were many, ranging from proportional representation to the administration of evidence in electoral matters.
The International Foundation for Electoral Systems (IFES) supported the CENI by providing technical support to strengthen the theoretical and practical knowledge of stakeholders in the process on various aspects of elections in the DRC.
Ms. Pélagie EBEKA MUJANGI, Chief of Staff of the Ministry of Justice, reminded senior judges of the decisive role they are called upon to play for the stability of institutions at this crucial stage in the public life of the DRC, particularly at the time of electoral disputes.
The workshop allowed essential exchanges between the participants and the speakers on different themes, and the speakers presented various points of view on the various aspects of the management of electoral disputes.
This workshop is a great opportunity for the CENI and the judiciary to achieve better mutual understanding and to strengthen the theoretical and practical knowledge of stakeholders in the Congolese electoral process.
