The DRC is accelerating the process of demobilizing armed groups in the east of the country. The quartering of elements of the M23 rebel movement is being prepared in the town of Rumangabo, north of Goma. This village will be used as a pre-cantonment site for rebel elements. The authorities in collaboration with the blue helmets and the regional facilitation will supervise these operations.
Joao Lourenço, the Angolan President does not hide his optimism about the success of this demobilization. Angola will send a military contingent to provide security for the cantonment area once conditions are met. To this end, the Democratic Republic of Congo (DRC) wants to draw inspiration from the Botswana model in the exploitation of mineral resources to put an end to blood minerals, the main source of funding for armed groups.
The Minister of State in charge of Regional Integration Mbusa Nyamwisi wants to give a boost to the Disarmament, Demobilization, Community Recovery and Stabilization Program (P-DDRCS). The African Union (AU) representative in the DRC, Michelle Ndiaye, has also pledged to help the DRC in the success of the P-DDRCS.
The government is also counting on a South African consortium, ACK Civils & Corporate Social Responsibility, for the reintegration of demobilized soldiers. The government also wants to direct the artisanal exploitation of armed groups towards traceability likely to ensure their social reintegration.
