International NGOs in the DRC: a control to guarantee their compliance with the laws in force
The Congolese government has announced its intention to soon carry out a check on international organizations operating in the Democratic Republic of Congo (DRC). This decision was taken during the Council of Ministers and aims to verify the compliance of the activities of these NGOs with the laws and regulations in force in the country.
President Félix Tshisekedi took this measure following several reports of security abuses within certain humanitarian institutions present in the DRC. He notably raised the question of possible “abnormal connections” in the financing and supervision of these NGOs, involving in particular expatriate agents with a military or paramilitary background.
Thus, this control will consist of the examination of the annual reports of the last five years, relating to the activities of NGOs, as well as the verification of the precise location of their operations in the field.
The president also asked the relevant ministers to form a commission to produce a detailed report on this issue.
The objective of this control is to ensure transparency and compliance with the laws in force by international organizations operating in the DRC. It is essential to guarantee that these NGOs act in the interest of the country and its population, in accordance with the established rules.
However, it is also worth underlining the importance of the role of NGOs in development and humanitarian aid in the DRC. Many international organizations are actively working on the ground, providing valuable assistance in areas such as health, education, protection of human rights and access to drinking water.
It is therefore crucial to find a balance between the necessary control of the activities of NGOs and the recognition of their significant contribution to the development of the DRC.
In conclusion, the control announced by the Congolese government over international organizations in the DRC aims to guarantee their compliance with the laws in force. It is essential to maintain a constructive dialogue between the government and NGOs in order to promote transparent and effective practices for the benefit of the Congolese population
