The challenges of UN representation in the DRC
The Special Representative of the UN Secretary General in the DRC, Bintou Keita, recently visited Bukavu, South Kivu, eastern DRC, for consultations on the transition process. During this visit, she stressed the importance of meeting the security challenges in the region and of proceeding with a gradual and responsible withdrawal of the United Nations Stabilization Mission in the DRC (Monusco).
The question of Monusco’s withdrawal is currently being studied, following the Security Council’s request to reconfigure the Mission’s presence in the DRC. Bintou Keita met with provincial authorities, civil society, the UN team and other partners to discuss this crucial issue.
One of the major concerns expressed by Bintou Keita is to find a balance between the acceleration of the transition process, requested by the DRC, while ensuring the security and protection of civilians before the departure of the blue helmets. It is essential to create minimum security conditions to avoid any escalation of violence and protect vulnerable populations.
The UN Special Representative also stressed the need to strengthen cooperation between all the partners involved in order to have a common understanding of the realities they face. There is a need to work collectively, particularly at the provincial level, to address the challenges and ensure a gradual and responsible withdrawal from the mission, while transferring responsibilities to national authorities.
