Control and subcontracting in the civil aviation sector: close collaboration to guarantee safety and compliance

The field of civil aviation is governed by strict rules and high safety standards. To ensure the proper functioning of this strategic sector, it is essential to establish close collaboration between the regulatory authority for outsourcing in the private sector and the civil aviation authority.

Recently, the Director General of the Private Sector Outsourcing Regulatory Authority, Hon. Miguel Kashal Katemb and the Director General of the Civil Aviation Authority conducted a fruitful session to discuss the control initiated in the aviation sector and remove any gray areas.

This meeting helped to clear up misunderstandings and clarify the collaboration between the two institutions. The Director General of the Civil Aviation Authority stressed that relations are solid between the two structures and that any disagreement stems from a misinterpretation of a letter addressed to the aviation companies. It also reiterates that airlines should not oppose ARSP regulatory checks, as they are essential to ensure safety and compliance in the aviation sector.

For his part, the Director General of the ARSP underlined the importance of the collaboration of all the companies in order to ensure a rigorous control of the subcontracting in the aviation sector. He recalled that subcontracting concerns all sectors of the economy and that many related activities in aviation are subcontracted, such as ticket sales, catering and handling. It is therefore essential to identify the subcontractors and ensure that they comply with the law in force.

The discussions also highlighted the concerns of Congolese subcontracting companies in the civil aviation sector. They deplore the non-compliance with the law on subcontracting by aviation companies which prefer to manage subcontracting activities themselves. This jeopardizes the very existence of subcontracting companies, which play an essential role in the development of civil aviation in the Democratic Republic of Congo.

Faced with these observations, the Director General of the ARSP undertakes to intervene personally to ask the competent authorities of the transport sector to enforce the law on subcontracting. Arrangements have already been made for an upcoming meeting with aviation authorities to discuss steps to be taken to ensure compliance and development of the sector
