Title: Deployment of SADC troops in the DRC: an urgent solution to restore order and security
Introduction :
In a context marked by a worrying humanitarian situation in the east of the Democratic Republic of Congo (DRC), the Head of State, Félix Tshisekedi, participated in an extraordinary summit of the Troika of Heads of State and Government of the Southern African Development Community (SADC). The objective of this meeting was to discuss the modalities for the deployment of SADC troops in the region, in order to restore order and security.
An emergency call:
In his speech, President Tshisekedi stressed the urgency of the situation and the importance of restoring order and security in North Kivu. He stressed that this instability jeopardizes the participation of the displaced in the upcoming general elections, preventing them from returning to their homes. Faced with this reality, the Head of State called for the effective implementation of the joint roadmap of the Nairobi and Luanda Processes, as well as the Disarmament, Demobilization, Community Recovery and Stabilization Program (PDDRC-S ), with the support of the United Nations.
A duty of assistance:
The future intervention of the SADC force in the DRC is in line with the duty of assistance of this sub-regional organization towards its members who face security problems. The Troika also referred to the situation in the province of Cabo Delgado, in the Republic of Mozambique, where the operations carried out by the SADC regional force have succeeded in reducing the offensive capacities of terrorist groups. The Troika called for a contribution from the international community to fund SADC peacekeeping missions.
