“Market opportunity in the DRC: call for expressions of interest for the construction of the building of the Technical Committee for the monitoring and evaluation of Reforms”

The Democratic Republic of Congo (DRC) is gaining momentum with this new call for expressions of interest in the consultancy market, published on May 26, 2023 by the Ministry of Finance. This offer proposes a mission responsible for carrying out the architectural and technical studies for the construction of the building of the Technical Committee for the Monitoring and Evaluation of Reforms (CTR). The CTR is a technical structure of the Ministry of Finance in charge of monitoring and evaluating the government’s economic and financial programs as well as economic, structural and public policy reforms.

To carry out this mission, the Ministry is looking for a multidisciplinary firm specializing in architecture and engineering with a general experience of at least ten years and with proven experience of at least three similar missions of comparable complexity. Candidates must comply with Congolese legislation and justify the availability of qualified experts for the mission.

The candidate selection process will be based on technical quality and cost. The client will draw up a shortlist of approximately six candidates on the basis of the applications received to which it will address the request for proposals for the performance of the required services. The mission will last fifty calendar days and will take place in Kinshasa in the commune of Gombe.

The DRC is a developing country which, despite the challenges, continues to progress with tenders and projects in different sectors of the economy. Security remains an important issue to enable stable and sustainable economic development. Indeed, terrorist attacks and the presence of armed militias pose a threat to civilian populations. Civil society groups as well as the political opposition are also subject to repression by public authorities.

Economic development and political stability are major challenges for the DRC. The country must continue its efforts to strengthen internal security and consolidate economic and public structures in order to meet the needs of its citizens and meet the expectations of foreign investors.
