DRC: Government announces national plan to prevent natural disasters

The government of the Democratic Republic of Congo announces that it will end the misuse of the national physical space to avoid floods and other natural disasters. This announcement follows the deadly floods that hit the city of Kinshasa and the province of South Kivu in May 2023, causing hundreds of deaths and disappearances.

The Minister of State in charge of Land Use and Planning, Guy Loando, indicated that the government will put in place a national land use plan to prevent natural disasters by 2050. He stressed that construction and land use will need to be strictly regulated to protect the people of the DRC and their physical space.

This announcement comes after decades without a legal framework regulating the land use planning sector, explains Minister Loando. The land use planning reform, launched in 2015, aims to provide the DRC with land use planning policy tools and laws with administrative and criminal penalties.

The government also expressed its sympathy to the population affected by the recent floods and stressed the importance of preventing natural disasters. Government spokesman and Minister of Communication and Media Patrick Muyaya updated the toll of the disaster to reach a provisional death toll of 438.

In a context of persistent humanitarian crisis, the DRC is striving to create a more stable economic environment for citizens. This is reflected in positive signs of recent economic improvement, despite the persistent challenges the country faces.

Meanwhile, security concerns remain in eastern DRC, where East African troops are under pressure to end the crisis. Efforts are also being made to initiate a lasting political solution.
