Distribution of 753 billion CDF between the provinces in the DRC
According to information provided by the General Directorate of Budgetary Policies and Programming of the Ministry of the Budget, the government of the Democratic Republic of Congo has retroceded a sum of 753,225,695,936 CDF, or 372.6 million USD to the 26 provinces. This retrocession represents an execution rate of 45% on the budget forecasts which were set at CDF 1,661,388,716,346 (USD 822.0 million).
Kinshasa province received the largest share with CDF 168,325,819,118, followed by Kwilu province with CDF 63,942,974,930. North Kivu received CDF 45,037,360,775, while Kongo Central and South Kivu received CDF 43,862,332,935 and 39,676,812,784 respectively. Finally, the Kwango obtained a retrocession of 27,913,175,625 CDF.
For the charges to be paid by the central government during the fiscal year 2023, the budget estimates amount to 6,645,554,865,385 CDF (3.228 billion USD) out of an overall budget of 16 billion USD.
The retrocession of these funds could allow the provinces to finance development projects and improve the living conditions of their respective populations.
In terms of fiscal policy, the DRC seems to be on the right track this year, despite the challenges it faces. However, it is important to note that budgeting is not enough to guarantee the effective implementation of public policies. The government should put in place monitoring and evaluation mechanisms to ensure optimal use of the funds allocated to the different provinces
