“The draft law on congolity: For a reinforced sovereignty in the DRC”

The proposed Congolese law, which has been widely discussed in the media lately, continues to be prominent in the news. This law proposes to limit access to the post of President of the Republic and those of the Heads of Constituted Bodies to Congolese of Congolese origin father and mother.

This proposal raises many questions, and as Director of Cabinet of the late President Laurent Désiré Kabila, Minister of Energy before the Transition formerly organized by the Sun City Framework Agreement, and Honorary Senator, I wish to express here my opinion.

I agree with the spirit that shines through in this bill, which aims to give the Congolese priority to occupy positions of sovereignty. In fact, to exercise state power and take strategic and tactical decisions in the military, economic, financial, monetary, political, diplomatic and social fields, it is crucial to be able to count on loyal and competent personalities.

However, for this proposed law to be effective, it must affect all sectors of society, not just high-level positions. Leaders of the homeland security and national defense sector should also be Congolese with Congolese fathers and mothers of Congolese origin.

It is the same for the Junior Officers in the corps of the Army and the National Police, who must also be Congolese of Congolese father and mother of origin. Furthermore, the intelligence services should be composed solely of Congolese with Congolese fathers and mothers of Congolese origin, in order to guarantee their absolute loyalty.

It is important to emphasize that this bill should not exclude naturalized Congolese, but apply only to Congolese of origin. Indeed, it is possible for a naturalized person to develop a sincere and deep attachment to the country that welcomed him, and to become a loyal and competent citizen.

It is also important to emphasize that this bill should be implemented in an inclusive manner, that is to say take into account the different ethnic groups that make up the Democratic Republic of the Congo, with respect for human rights and human dignity.

Finally, it is time to put an end to the infiltrations which led to the betrayal of the effectiveness of the strategic or tactical decisions taken in the fight against the devastations in the East of the Country. This bill on congolity is an important step in the consolidation of the sovereignty of the Democratic Republic of Congo.

It is time for all Congolese to feel represented and protected in their own country, so that everyone can contribute to the development and stability of the nation.
