Although Minister Augustin Kibassa Maliba highlights the 12 specific missions that could improve the efficiency of services, questions remain as to the true capacity of this framework to generate lasting reforms, faced with a past marked by unwarmed promises.
Beyond good intentions, the example of victorious reforms in countries like Rwanda and Kenya highlights the importance of a rigorous implementation adapted to Congolese realities.
