Charles Mudiay, the architect of the modernization of social security in the DRC

Charles Mudiay, the Director General of the National Social Security Fund (CNSS), was recently honored by winning the highly prestigious Tombwama 2024 Trophy in the category of Best Public Official. This recognition is a testament to Mr. Mudiay’s exceptional work within this public institution, which has made him an undisputed leader in the field of management and innovation in the Democratic Republic of Congo.

This is not the first time that Charles Mudiay has been praised for his skills and leadership. Indeed, during the Regional Social Security Forum organized in Abidjan in 2023, he has already been recognized several times for his exemplary management practices. These awards highlight Mr. Mudiay’s desire to modernize and energize the CNSS, to make it an institution recognized not only at the national level, but also on the international scene.

Under his leadership, the CNSS has distinguished itself by implementing many large-scale projects that have had a significant impact on the Congolese population. These include the opening of the Congo Palace in Kisangani, a five-star hotel that has become a must-see in the city. Similarly, the construction of a large hospital center in Lubumbashi, specialized in orthopedics and equipped with cutting-edge technologies in collaboration with the German company Ottobock HealthCare GmbH, demonstrates Mr. Mudiay’s commitment to improving access to quality health care for all.

Charles Mudiay’s ultimate goal is to transform the CNSS into a true social security bank, aligned with international best practices and the recommendations of international organizations such as CIPRES and the ISSA. This transition would allow the fund to strengthen its financial resilience while offering a diversified range of services to its policyholders, thus meeting the complex needs of contemporary Congolese society.

With this new award, Charles Mudiay confirms his central role in the modernization of the social security sector in the DRC, and demonstrates his determination to make the CNSS a major player in the well-being of the Congolese population. His commitment and ambitious vision pave the way for a promising future for social security in the country, while inspiring other public sector actors to aim for excellence and innovation for the common good.
