Title: Fatshimetrie: Provincial governors demand better management of public funds
During the conference of provincial governors held in Kalemie, a series of demands were raised by the provincial governors. The latter presented a memorandum to the Head of State highlighting the major challenges they face in the management of the provinces.
The governor of the province of Lomami, Iron Van Kalombo, highlighted several critical points. These include the non-payment of installation fees for governors and vice-governors, the non-payment of installation fees for municipal councilors, as well as the delay in the payment of retrocession funds intended for provincial institutions. These issues directly impact the payment of emoluments of members of the government and provincial deputies.
Faced with this worrying situation, the governors expressed their desire to obtain a substantial and regular allocation of investment credit, while insisting on the need for regular payment of the retrocession. These requests aim to ensure optimal functioning of provincial institutions and to guarantee the well-being of citizens at the local level.
For his part, the President of the Republic acknowledged the governors’ grievances and undertook to give instructions to provide appropriate solutions. This position demonstrates the executive’s desire to respond to the legitimate expectations of the governors and to work towards better management of public funds at the provincial level.
In addition, the governor of Lualaba, Fifi Masika Saini, stressed the unanimous support of the governors for the Head of State’s approach to amend the Constitution. According to her, this reform is necessary to correct the gaps and weaknesses of the current Constitution, and she calls on the population to support this change, which is considered legitimate and welcome for the future of the nation.
In conclusion, the conference of provincial governors in Kalemie highlighted the urgent need to improve the management of public funds at the local level. The demands of the governors reflect a legitimate concern for transparency, efficiency and accountability in the use of resources allocated to the provinces. It is now up to the competent authorities to demonstrate diligence and political will to meet the legitimate expectations of the governors and contribute to healthier and more equitable governance throughout the national territory.
