The report of the Independent Civilian Commission on the October 7 attack by Hamas on Israel sheds a harsh light on the failures that led to this tragedy. The conclusions of this investigation led by retired judge Varda Alsheik are unequivocal: Prime Minister Benjamin Netanyahu, as well as former defense ministers, the army chief and security officials bear direct responsibility for the mistakes that preceded the attack.
By examining four months of testimony from some 120 people, the Commission highlighted the multiple warnings ignored by Netanyahu and other officials, as well as their conciliatory approach towards Hamas over the years. This attitude led to a series of failures in the mechanisms for protecting Israeli citizens, leaving the territory vulnerable to attack.
The report also highlights that the military and defense leadership was negligent in ignoring warnings from the army, reducing the military presence along the Gaza border, and overestimating technological means of surveillance. During the Hamas attack, the army’s response was deemed both late and insufficient.
Faced with these damning findings, the Civilian Commission called for the immediate establishment of a State Commission of Inquiry into the October 7 attack. However, Netanyahu expressed his opposition to such an investigation, arguing that it should only take place after the war is over.
In this context, it is essential that light be shed on the events leading up to this attack in order to prevent such tragedies from happening again in the future. A thorough and transparent investigation is necessary to ensure the accountability of decision-makers and ensure the safety of Israeli citizens.
The publication of this report highlights the importance of effective governance and informed decision-making in national security matters. It also underscores the need for increased transparency and accountability within government and the armed forces to prevent future tragedies.
