Michel Kabwe’s key recommendations for the development of Haut-Katanga

At the opening of the September ordinary session, Michel Kabwe, current President of the Haut-Katanga Provincial Assembly, highlighted key recommendations for the provincial executive. One of the key proposals is the strict application of the provisions of national legislation to reserve small businesses for nationals. This measure aims to give priority to local citizens in the retail sector, thus promoting local economic development and job creation within the community.

Furthermore, Michel Kabwe stressed the importance for the provincial government to improve the living conditions of the population. This government responsibility includes in particular guaranteeing the security of citizens, which implies strengthening security services to ensure the protection of property and people. Particular attention was paid to the withdrawal of law enforcement from mining sites, with the aim of optimizing their numbers for greater effectiveness in the fight against insecurity and maintaining public order.

From a transparency and good governance perspective, Michel Kabwe stressed the importance of parliamentary control as a fundamental republican exercise. He stressed that this process should not be seen as a tool for repression or score-settling, but as an essential mechanism for supervising government activities aimed at ensuring the proper management of public affairs and respect for citizens’ rights.

Furthermore, the President of the Provincial Assembly called on the Governor of Haut Katanga to develop a plan to settle debts owed to civil servants, stressing the importance of respecting commitments made to workers. He also proposed setting up a program to allow artisanal miners to access certain mining sites, stressing that unemployment and youth idleness can be factors of social destabilization and urban insecurity.

Ultimately, Michel Kabwe’s recommendations highlight the desire to promote local economic development, citizen security and transparency in the management of public affairs.
