Congolese civil society calls for urgent diplomatic action to ensure peace in eastern part of the country

The current situation in the Democratic Republic of Congo, more specifically in the eastern part of the country, has provoked strong reactions from civil society. Indeed, the Luanda dialogue process, relaunched since July 30 under the mediation of President João Lourenço, has been praised for its approach to peace in this region. However, concerns remain about the FDLR neutralization plan, approved by Kinshasa during recent meetings between Congolese and Rwandan experts in Angola.

Civil society actors in Ituri, North Kivu and South Kivu have expressed their support for the ongoing dialogue, while expressing reservations about the Congolese government’s acceptance of the FDLR neutralization plan. According to them, this issue would be used by Rwanda as a pretext to justify its interference in the DRC and the plundering of its natural resources.

Indeed, local civil societies fear that operations to neutralize the FDLR could degenerate into violence, as has been the case in the past, causing loss of human life and sexual violence. They recall the disastrous consequences of previous tracking operations against the FDLR, which resulted in massive human rights violations.

Furthermore, civil society in eastern DRC denounces the violation of the ceasefire in Ituri by local armed groups, and criticizes the lack of follow-up of commitments made. They call on the President of the Republic to review diplomatic strategies in the face of a Rwanda that they accuse of victimizing itself. In addition, they call for clarifications on diplomatic relations between the DRC and Uganda, given the latter’s alleged support for the M23-RDF/AFC.

Despite mediation efforts and humanitarian truces, offensives continue in the region, mainly led by the M23-RDF/AFC. This worrying situation raises questions about the stability of the region and the ability of international actors to guarantee the security of local populations.

In conclusion, civil society in the DRC calls for firm and coordinated diplomatic action to put an end to violence and foreign interference in the eastern region of the country. It is crucial that the Congolese authorities take effective measures to ensure the protection of civilians and promote lasting peace and stability in this region ravaged by conflict.
