In the latest leaked confidential report from United Nations experts, Uganda is officially designated as the aggressor of the Democratic Republic of Congo. The serious allegations contained in this document point the finger at the Ugandan army for its active support of the M23 rebels. A shocking revelation which immediately ignited diplomacy between Kampala and Kinshasa, provoking strong reactions and categorical denials from the Ugandan side.
According to investigators’ statements, the group of experts gathered irrefutable evidence confirming the direct involvement of certain officials of the Uganda People’s Defense Forces (UPDF) and the Uganda Military Intelligence Command (CMI) in logistical and operational support brought to the M23. Ugandan military intelligence officers were reportedly spotted on several occasions in Bunagana, facilitating the transport of M23 leaders to areas controlled by the rebel group. This logistical coordination, coupled with the regular transit of troops and military equipment from the M23 and the Rwanda Defense Forces (RDF) through Ugandan territory, raises doubts about the supposed ignorance of the Ugandan authorities regarding these activities.
Walled in its denials, the Ugandan government vigorously rejected the accusations made against it. The foreign minister reaffirmed Uganda’s commitment to regional peace, explaining that its involvement with the M23 was aimed at encouraging rebels to express their demands directly against the DRC. He denied any complicity in the transport of M23 members or the supply of weapons to this group. Accusations described as “rubbish” by the Ugandan diplomat.
However, these revelations come against a backdrop of growing tensions between Uganda and the DRC. While the two countries jointly carried out a military operation against the Allied Democratic Forces (ADF), Uganda’s alleged involvement in support of the M23 sowed doubt and distrust. Suspicions reinforced by signs of desire from the Congolese government to reduce the presence of Ugandan troops on its territory.
In conclusion, this new exit from the UN casts a shadow over the already fragile relations between Uganda and the DRC. Serious allegations which raise questions about Kampala’s real position in the conflict in the DRC, thus fueling growing mistrust between the two neighboring nations. A case to follow closely, as regional stability is put to the test by these damning revelations.
