It is crucial to understand that a priori control is in no way an interference in management, nor a form of co-management of public entities. It is a well-established control tool, offering a preventive approach that effectively complements concurrent and a posteriori controls. By activating a priori control three years ago in the Democratic Republic of Congo, the IGF contributed to strengthening governance and preventing financial embezzlement.
The positive impact of this practice is undeniable. By being fully in line with the vision of President Félix-Antoine Tshisekedi Tshilombo, a priori control actively participates in the fight against anti-values and promotes an environment conducive to sustainable development. The professors and students present at the conference were thus able to understand the crucial importance of this mechanism in the current economic landscape.
The rector of the University of Kinshasa welcomed this initiative and underlined the importance of this awareness of a priori, concomitant and a posteriori control. He recalled that the management of State property is a collective responsibility which must be exercised with transparency and rigor.
