The issue of mining fraud and its link with the financing of armed groups and armed conflicts is a major issue that concerns many actors involved in the mining sector. Recently, during a “political café” organized in Bukavu by the Disarmament, Demobilization and Community Recovery Program (PDDRC-S), this issue was at the heart of the debates.

In the province of South Kivu, there are more than sixty armed groups with more than thirteen thousand combatants. These groups mainly operate around mining sites, exploiting resources without tracking or traceability. A situation which not only favors mining fraud, but also the financing of armed conflicts.

Fernando Nkana, expert from PDDRC-S/South Kivu, emphasizes that the presence of armed groups is directly linked to the exploitation of natural resources. He deplores the lack of mining governance in the region and highlights the involvement of certain authorities and security services in mining fraud.

The fight against mining fraud is starting to bear fruit, as evidenced by the case of the Primeira Gold company, which went from 40 kg of gold in 2020 to more than 5,000 kg of gold traced and exported in 2023. This demonstrates that with adequate measures, it is possible to fight effectively against this scourge.

It is therefore crucial that the authorities put in place strict policies to guarantee the transparency and traceability of exploited minerals, in order to limit the risks of financing armed groups through mining fraud. Better governance and strengthened cooperation between stakeholders are essential to prevent these practices detrimental to the stability and development of the region.

By effectively addressing the issue of mining fraud, it is possible to promote sustainable economic growth and contribute to building a more just and peaceful society.
