The fight against money laundering and the financing of terrorism in the DRC: issues and priority actions

The Democratic Republic of Congo (DRC) faces a critical challenge in combating money laundering and terrorism financing, which pose significant threats to the country’s economy, environment, security, and peace. Recently, the Fund to Combat Organized Crime (FOLUCCO) emphasized the importance of unified action by all entities involved in addressing these issues.

At a seminar in Kinshasa focusing on the national and international impact of combating money laundering and terrorism financing, key stakeholders like CENAREF, Club, ACAJ, OSCEP, COGEBISCO, and DEMIAP were urged to deepen their comprehension of relevant legislation and collaborative efforts needed.

Moro Mukota Muteba Mbayo, the Director of FOLUCCO, highlighted the detrimental effects of money laundering and terrorism financing on Congolese society, underscoring the organization’s role in funding anti-crime structures and training public officials working in this vital field.

The seminar also featured a presentation on Law No. 22/068 of December 27, 2022, which addresses money laundering and terrorism financing. This highlighted the significant legislative reforms in the DRC to enhance the fight against these illicit activities due to vulnerabilities identified in the national system, especially in the mining, real estate, and banking sectors.

Preventive measures such as limiting bank withdrawals over USD 10,000 and encouraging bank payments to minimize cash transactions – preferred by criminals – have been implemented. The DRC is actively involved in combating money laundering and terrorism financing, recognizing the imperative for its development and stability. Engagement from all stakeholders, effective preventive measures, and continuous legislative enhancement are crucial for preserving the country’s economic and security integrity.
