The uncertainty surrounding the 2024 electoral calendar in the Democratic Republic of Congo (DRC) is causing serious concern within the Electoral Observation Mission Synergy of Citizen Observation Missions of Elections (SYMOCEL). The frequent revisions to the electoral calendar throughout the year have raised questions about the country’s political stability and the integrity of the electoral process.

The controversy stems from five significant adjustments to the electoral calendar, which have disrupted the formation of institutions following the December 2023 elections. Despite the President’s inauguration and the Prime Minister’s appointment, policy negotiations have delayed the government’s formation. The National and Provincial Assemblies are also facing obstacles in their installation processes.

The Independent National Electoral Commission (CENI) is struggling with major financial challenges, as stated by its president in April 2024 to justify these repeated adjustments. SYMOCEL strongly condemns the unilateral and arbitrary nature of these modifications, which have significantly impeded candidate preparation for upcoming elections, particularly for senators and governors.

In response to the critical situation, SYMOCEL has issued recommendations aimed at restoring trust in the electoral process in the DRC. They urge the CENI to engage in democratic discussions and avoid unilateral management of electoral operations, emphasizing the need for consensus to ensure a transparent and legitimate process.

The cycle of revisions to the electoral calendar includes rescheduling legislative and provincial elections in certain constituencies, as well as setting new dates for senatorial elections in specific provinces. SYMOCEL remains vigilant and closely monitors the electoral process, hoping that its recommendations will help restore normality and stability to the electoral calendar in the DRC.

The instability in the DRC’s electoral calendar underscores the critical importance of ensuring a transparent, democratic electoral process that aligns with citizen aspirations. It is essential for all stakeholders to engage in constructive and inclusive dialogue to overcome current obstacles and hold free and fair elections, crucial for upholding democracy in the DRC.
