Distribution of identity cards in the DRC: Issues and challenges

The distribution of identity cards in the Democratic Republic of Congo (DRC) is a long-awaited development that promises to bring relief to many citizens, especially for civil servants facing challenges in accessing their salaries without official identification. Minister of the Interior, Peter Kazadi, has announced the initiation of sustained distribution from May, sparking both excitement and skepticism among the Congolese population.

Despite previous failed promises, the hope of finally receiving the new identity card is growing, especially since President Félix Tshisekedi has already received the first copy. However, concerns remain regarding the transparency and feasibility of the manufacturing and distribution process involving the political sector, the National Population Identification Office (Onip), and the contracted company Afritech/Idemia.

Issues related to the contract details, particularly the high cost and remuneration arrangements over 20 years, have raised doubts and prompted an investigation by the General Inspectorate of Finance (IGF). The lack of complete and reliable citizen information poses a challenge necessitating population re-registration, causing delays in card production.

Despite these obstacles, the Congolese population remains hopeful that the new identity cards will enhance their daily lives, particularly in accessing essential services like banking transactions. While patience and understanding are required during this process, there is optimism that this long-awaited promise will soon be fulfilled.
