Access to electricity in the DRC: Citizen mobilization for a fundamental right

Fatshimetrie recently published an enlightening article on the challenges of electricity access in the Democratic Republic of Congo (DRC), shedding light on the struggles faced by the population despite constitutional assurances. The right to electricity, a fundamental necessity, remains a distant dream for many Congolese citizens.

In response to this pressing issue, the Coalition of Civil Society Organizations for Monitoring Reforms and Public Action (CORAP) has launched the innovative “Citizen Questions” tool. This initiative aims to gather concerns from citizens regarding the difficulties in accessing electricity, to present them to political and administrative decision-makers.

This citizen-oriented approach emphasizes the importance of amplifying the voices of those affected by the lack of electricity access. In a country like the DRC, where electricity is crucial, ensuring universal access should be a priority. By directing these concerns to key figures such as the President of the Republic and the Minister of Hydraulic Resources and Electricity, CORAP underscores the urgent need for action to ensure equitable electricity access for all citizens.

CORAP also addresses the issue of multiple taxes affecting the electricity sector in the DRC, impeding necessary investments to enhance access to this vital service. By calling on the new government to boost investments in the electricity sector, CORAP stresses the significance of creating a conducive business environment to foster the sector’s growth.

While evaluating the “Mwinda” project initiated by the National Agency for Electricity and Energy Services in Rural and Peri-urban Areas (ANSER), CORAP expresses reservations about its efficacy and impact on rural electrification.

In conclusion, CORAP’s use of the “Citizen Questions” tool underscores the importance of empowering Congolese citizens to demand accountability from authorities on the critical issue of electricity access. The authorities must implement tangible measures to guarantee every Congolese citizen the fundamental right to electricity, thereby advancing living standards and bolstering the country’s economic development.
