Title: FONAREV in search of reparation for victims of sexual violence in the DRC

Introduction :
The Democratic Republic of Congo (DRC) faces many challenges linked to sexual violence and crimes against the peace and security of humanity. To remedy this situation, the National Fund for Reparation for Victims of Conflict-Related Sexual Violence and Crimes Against the Peace and Security of Humanity (FONAREV) was created. In this article, we will highlight the recommendations made by transitional justice experts during the 1st National Forum on victim identification and the individual reparation procedure, held recently.

Identification of victims and rights holders:
Among the recommendations made by the experts, the development of a suitable strategy for communicating with victims confidentially is considered essential. It is also necessary to take into account the structures already present on the ground which work in the similar field. Furthermore, effective victim protection mechanisms must be put in place. Experts also recommend adding the names of biological parents, tribe and country of origin to the list of victims. Finally, it is proposed to organize a pilot identification to test the methodology before its full implementation.

Identification of the ecosystem:
Another recommendation concerns the identification of the ecosystem, that is to say the partners involved in the reparation of victims. It is recommended to set up a permanent monitoring committee and to take into account the various stakeholders through mapping. A dedicated commission should be created to select partner projects and determine their contribution to the repair. Finally, the importance of strengthening the capacities of ecosystem actors is underlined.

Communication and awareness:
Communication is a crucial aspect in the process of victim identification and reparation. Experts recommend involving victims not only as targets, but also as actors in awareness-raising activities. It is also important to take into account victims both in the DRC and abroad. A partner sales card should be organized to obtain additional financial support. Furthermore, it is suggested to discourage the identification of false victims and to guarantee the security and confidentiality of information collected from victims.

Conclusion :
The 1st National Forum on the identification of victims and the individual reparation procedure made it possible to formulate important recommendations for FONAREV. By implementing these recommendations, it is hoped that reparation for victims of sexual violence and crimes against peace in the DRC can be carried out in a more effective and transparent manner. This represents hope for justice and healing for victims who have suffered terrible violence. The road to achieving complete repair is still long, but these recommendations mark an important step in the right direction.
